Got shot with radar yesterday
Yesterday, I met with Greg and his wife Yvonne (and their white C7) for a drive in the North GA Mountains. I was following them and decided to catch up (Was about 72mph) when the Radar went off then braked up hard behind them to about 50 something. Don't know if he turned around, we made a quick left and kept peddling

They don't use a clock and, yes, moving traffic radar has been around since the early '70s. Two-way (forward and backward facing) moving traffic radar came right after.
VASCAR uses time/distance measurement but it is not radar.
