I wonder if it could be over applied to regular paint or if it's a special system. I will assume it's a whole process. I would pay an extra grand for it.

I think it's on a white car for a reason. My guess is that it's NeverWet or something very similar. The downside isn't the cost - it's the fact that it's a hazy white substance.

There are actually several "catches". From the Ultra-Ever Dry FAQ's:

Can I use Ultra-Ever Dry on my car?

It seems like the Ultra-Ever Dry® coating is rubbing off onto my hands. Is that normal?
The whitish coating that comes off in your hands if you rub it is excess top coat particles that did not bond to on the bottom coat. NOTE: Due to the natural oils in the skin, excessive handling with bare hands of treated materials can cause a reduction in performance.
