And sheer horsepower is the most important element of all, along with proper aero to keep it solidly planted at high velocities.

For most drivers, far less than the car will go. Let's it will be as fast as the driver's nerves will hold out.
I would say the speeds may be as much 5-10% faster. I hope they will be able to drop the Cd by 10% and maybe the rolling resistance a little. Maybe they will trade a little Cd for a little downforce.
