HP Brakes Squeak

I just put on a new set of Hayes High Performance pads and they squeak every time put on the brakes. Is this normal?

are your retainer clips scratching the rotors? The reason I ask is that i put new ones on one time and they were defective from the factory. When I bought a new set and put them on the noise went away.
