The Instrument Panel Fuse Block diagram indicates the OnStar fuse is 4th from the bottom, extreme left side. Radio is 2nd from the bottom 3rd row from the left side. In the 2008 owner's manual, the diagram for the fuse block is on page 5-97.

Be aware other things seem to be on the circuit with the radio.

The C6 has 2 different fuse boxes. The fuse box for most interior items like OnStar, Radio, etc. is in the floorboard under the kick board at the top of the passenger footwell.

The other fuse box is under the hood somewhere. I've never used it and without looking at a diagram of what's under the hood, I just don't know where it is. I just looked at the owner's manual and it's on the passenger side of the vehicle, under the hood, in front of the battery.
