If you are really good at rattle can painting you can but I would strongly recommend professional painting. The thing you want is to have a problem with the paint.
Mine are prof painted using the OEM 2 stage base coat clear coat then wet sanded and buffed to the desired gloss. So far not a single issue reported.
Here are the differences in Halo's:
CCFL are not as bright as led. To me they offer more of a mood lighting. Also most CCFLs have a small gap. usually at the bottom, where the tube meets the wiring. Moine are close at less than quarter inch. Mine also have the clear diffuser install which helps carry the light so they look almost like a continuous ring of light.
LED mostly much brighter than CCFL. Same clear diffuser install and rings look solid on or off.
Plasma, better know as COB are a true continuous light and can be as bright as the LED's. Only drawback at the moment is limited sizes and all that I have seen are raw meaning no clear cover so when they are off they look like crap being able to see the actual board.
I am currently looking into having covers made for the existing COB and possibly sizes that fit the C6 headlight openings. I am also working on a Foglight mod using the COB foglight and COB rings.
As far as mounting the halo's I prefer directly to the bezel. Many mount them to the silver trim rings which you can normally see the ugly backside and wiring. I try to go for as finished of a look as I can.
Hope this helps...

Although the blem is very very minor and probably would have a difficult time finding it Black is the worst color to put it up against. I have to twist and turn most of these lens for me to be able to find it but it's enough to keep me from using it for new install. For someone looking to save 100.00+ it's a good deal. I have sold several, well usually every one that comes along and I don't believe I've had the first complaint about them. If you are looking for perfect then don't buy these.

2 sets available. Both sets are very very mild. Probably wouldn't notice on lighter colors. May notice on darker colors.
Either would be a big improvement of messed up lens.
200.00 plus shipping. Includes instructions.
