I would not downgrade a Z06 to a car with LS3 engine. A pre-owned Z06 (2010/2011) will get you a great car and forging that 427 still gives you plenty room to grow.
On the FI, I'd certainly consider a TT. Nothing like a TT Z06,I even take that over a ZR1 :-)
Z06 & ZR1 are one a different level car than Coupe or GS. They're made to race.

Now adding turbos is something I will certainly be looking into, if for no other reason then to aid in traction by limiting the boost in 1-3 gear and then having full boost in 4th and 5th. However I really do like the ECS novi kits, they are by far less maintenance and the most proven system out there for any LS based vehicle.

In all reality if it was for a FI build an LS3 motor would be a huge upgrade, the main reason why I wouldn't want to forge the LS7 is the fact that the cylinder walls are so thin, Yes I could send the block out to get sleeved, but thats just one more possible point of failure (8 more actually). The only real sensible options I could think of would be to swap to an LS3 block or an RHS, but the RHS is overkill and there is no need for me to spend more on the block then a whole new motor when its not needed.

I say the best part is that, you have selected one of the best shops in the country and you can't find a better and more honest engineer than Doug.

I would go used Z06 for sure.... don't lose near the amount of money on depreciation that can be used for mods... I would do the blower/full exh, blower cam, meth and tune and see what it makes... set it say 750rwhp and let it ride and pocket the rest of the cash you would have spent on the GS.... IF it pops, then crack into your stash and build a killer LS7 or LSx for boost and shoot for 1000....
The best parts about the Z06 are:
*Better trans
*Better rear end
*Much more torque/hp down low (off boost), much for fun for in town driving..
Plus you still get the race inspired heritage that comes with a Z06...
$40k for used Z06, $25k for a built motor/FI setup.... $65k for 900-1000rwhp......
OR
$60k for a bone stock, brand new Grand Sport you are about to strip down...then dump another $10-15k in for the FI setup on a stock motor...and possible time bomb at 800+rwhp.
The choice is clear here IMOP...

No way $20-25k is going to make 900-1000rwhp unless you take labor out.
Blower setup $9000 (ysi, 8 rib, direct drive)
Forged Motor $6500
Cam etc $1000
Fuel system $2000
Clutch $1500
Headers $1500
I'm sure I'm leaving a ton off what is needed but that is just the basics. I think your looking $40-50k for 1000rwhp.

He said sell the ls7 and put in a forged ls3 stroker motor. If the ls3 is setup for a 4.125" bore and he puts his ls7 heads on then who cares if it is an ls3/7 block. That is what I was getting at. He suggested a forged stroker ls3 and your said that would be a downgrade. Only if he goes smaller cube and ls3 style heads would it be a "downgrade".

I voted used C6Z 'cause that's what I'd get. As others mentioned you get better parts in the car and lighter chassis.

I should also mention again that 1K rwhp is not my goal, and i will likely end up somewhere in the 7-800 range, which will probably already be a bear to try and put down, and this is a major concern of mine. I would rather have usable power and have it be fun, then having so much power that i can't ever put 1/2 of it down.
