YEA can you say BOOM. I could barely hold 18 degrees total timing at WOT on a stock bottom end and heads with cam and supercharger. If its an LS7 your nuts. I cant see it holding that much timing at all.

whats the rule of nitrous? 3 degrees for every 50 hp? so take out 7.5 degrees.

I'll have to double check, but I think I am on 18 or 19 degrees with cam, bolt ons and a 125 shot on my LS3.

With 28 degrees timing and a nitrous shot at WOT on a stock LS7 block even with 100 octane he will be detonating like crazy and probably crack a piston. I wouldnt suggest that. Where did you come up with the 28 degrees timing from?

Are you sure its 28 degrees timing at WOT or is it midway through the chart like part throttle. Thats a different story. Are you looking at the main timing table in HP?
