Nope. That's an additional option. I have a 2008 3LT with no nav as well. Nav units were included in lower option packages only recently. Honestly if I were after a nav unit I'd opt for an aftermarket one. They're more modern, have more features (like bluetooth), and can even integrate with controls in the steering wheel. The only thing you'd miss out on is turn-by-turn instructions not showing in the HUD.
Here's a run-down of the option packages for 2008.
1LT Corvette Coupe Base Equipment Group
Standard Leather Seating Dual Zone Auto HVAC, Keyless access with pushbutton start, HID Head Lamps with automatic exterior lamp control, Active Handling, Sound System with CD Player and MP3 playback, Fog lamps, Rear Luggage Shade, Parcel Net, Power Hatch Release.
2LT Option Package Includes above Base plus:
Steering column, Tilt-Wheel, manual, Steering wheel, 3-spoke leather-wrapped, Side Air Bags, Custom Sport Adjustable Seats, Power Passenger Seat, Electrochromic Rear View, drivers side mirrors, XM Radio, Air Filtration - includes pollen filter (new car cost: $1495)
3LT Option Package Includes above plus:
6 Disk in dash CD changer with MP3 playback and XM Radio, driver's side memory package, head-up display, home link transmitter, auto dimming mirrors with compass power telescopic steering column, heated driver and passenger seats. (new car cost: $4505)
4LT Leather Wrap Option Available with Linen or Sienna Interiors
