There are a number of reasons why you might use head studs.
First, all fasteners stretch when they are torqued. This is what provides the clamp load. Fasteners return to their original length when they are removed, unless they are stretched to a point where they can not return. This is called the yield point. Some fasteners, such as head bolts, are TTY (Torque To Yield) and are not reusable. Head studs such as these have a torque spec which is below the yield point of the fastener so they can be reused. Reusing head studs can make it more cost effective than using bolts in applications where changes to specification or components, or repairs/rebuilds necessitate removal of the heads.
Second, head studs can provide more uniform clamp load on the head gasket because they have not been torqued to their yield point and they are often made from stronger materials, have been heat treated and have a higher tensile strength. This is effective for extreme duty racing applications or boosted applications such as the LS9.
Third, and the most important right now, LS9 head bolts are unobtainable at this time.
