Does the ZR-1 have a different engine compartment fuse block? I don't even see a location for the IC pump relay on the picture I have (Z06). That said, if the fuse and relay are in the same block and the fuse has 12V on each side but no power to the relay, then I would say there is a problem inside the block. Also, the picture you posted shows the coil and switched power from the fuse is hot all the time. The coil is energized by switched ground from the ecm. So if you are probing the socket only for power and the ecm has not switched on the ground, you wont see anything. Ground your testing device to a good known ground like the engine block and try again.

Check the power going into and cooking out of fuse box for the IC fuse. Mine had a bad connection on the plastic connector going into the bottom of the fuse box causing intermittent power issues. Had to look for it, but light scarring on both the plug and bottom of fuse box where the pins are.
