I really dont know enough about this to make a real judgement but wouldn't a big wing like that really help at the track if it was designed properly?

Yes it would and does - and many folks with C5's and C6's are running aero on track these days.
Font splitter and rear wing do help

the guy that bought my C5 put a huge wing like that on it and also a front splitter
i dont see what's so "ricey" about modifying a z06 to perform better on the track, where the car was meant to be driven.

Thats a very functional spoiler similar to the C6R setup. If this is his track car then I don't see anything stupid or ricey about it.
