You can't increase redline without a custom tune, but all of the above would require custom tuning anyway. Exhaust system alone won't buy you much without the supporting modifications. To get more air out of the engine, you must first get more air into it.

To be able to sustain 190 mph for 20 minutes duration. Take an hour break to cool off and then do it again for 20 min at 190 mph. Is that even possible without breaking down. The limiter here is that its a wet sump engine. Can that be changed out or no.

As for the car you're going to need a lot more than a dry sump. Try twin turbos/blower, cam, exhaust, more cubes, etc...and plenty of laughing gas...which I think this whole exercise is about.

I think the main takeaway is that there is no realm of possibility you are getting enough road to sustain that speed anyway making the conversation moot.
But to sustain any speeds in the triple digits for any period of time will involve a WELL built motor and even then, there is a short time it will be able to take that kind of abuse of even possible.
Heat kills parts! High speeds for extended periods of time= stupid high EGT’s which will surely melt things quick.
Ask anyone that does 1/2-1 mile events or regularly roll races.
