Default C-6 front bumper drooping

After removing and reinstalling the front bumper on a 2013 Grand Sport, the gap at the front of the hood is good, but it is drooped away at both ends, leaving gaps at the head lites and fenders. Physically lifting the bumper closes the gaps, but when you let go, they open again. What is wrong and how do I fix it?

I believe there are some clips over there that have to be re-engaged. I that some have had issues with the clips breaking and have had to get them from the dealer to fix things. No personal experience with this, just what I remember from reading other threads.

There are two clips located where I put X's on this picture. If the clips break or are broken, you can get a box of 10 for $10 on amazon (21200 Cadillac & Corvette 2005 - on Bumper & Rocker moulding clip).
