If the VIN on the RPO Code sticker matches the VIN that you are looking at then the Corvette is equipped as per the RPO Codes listed. The only difference would be simple component changes, like in your case the wheels are not factory therefore the RPO Code (QX3) for wheels would not match up. I also see a CF7 (removable roof non transparent) that may or may not still be with the car. The Z51 Suspension Package is a lot more difficult to simply remove.
In reference to your comment about not having Z51 after reading the thread the only reference to not having Z51 was in regards to the Z51 Badge and Z51 not being listed in the dealer description of the Corvette. I actually said that based on the Drilled Rotors it had the Z51 Option, which is not necessarily true on 2005-2007 Model Years. There are several codes for different brakes so the brakes are not part of the Z51 Package per se. The badging part is correct GM never badged the Z51 cars from the factory. Owners, on the other hand, used it as a badge of courage to compete with the very similar looking Z06 Badge that showed up in Model Year 2006.

This Corvette has the 3LT RPO Code and the fact that there are heated seat buttons on the center console (RPO Code KA1), Driver's seat Memory buttons on the Driver's Door (RPO Code AAB), and buttons for HUD (2LT option) on the left side of the instrument cluster.
It also has Z51 Package based on RPO Codes Z51 (Performance Package - Handling) & J55 (Heavy Duty Brakes).
It also originally came with RPO Code QX3 (Wheels 18X8.5 FRT 19X10 RR Chrome, Flangeless).
My point is, everything you need to know option wise is on that sticker.

Update on this car
In case anyone was following this or interested, I wanted to give an update to the group here. The dealership was asking $31750 for the car. I offered them $26000. They came down to $28000. I countered with $27000 and they came down to $27500. Deal. All my paperwork has been signed and they have been paid and they are coordinating right not have it trucked to me.
I cannot complain at all. I am very happy with the deal. I am looking forward to driving the car when it gets here. Road trip.

Congratulations on your new Corvette, I love Lemans Blue. People will come on here and say that: "You paid way too much", "I could have gotten it for a lot cheaper", so forth and so on. That's a load of crap. The fact is that the car you wanted, was at that dealership, at that price, so you bought it. Whatever you paid you were comfortable with the sale price and that is what really matters. End of story. Enjoy your ride.

Bottom line, you are going to LOVE it. Also, the depreciation curve is flattening out now, so these cars are an excellent value if you keep them for a few years. So don't sweat the money. Just drive it like you stole it and enjoy.

The car looks well cared for to me. The owner did lots of cosmetic mods like the carbon fiber console and dash pods which were not available in '07. The car is definitely a Z51 as that code is there on the glovebox label. Congrats! I think '07 was a very good year...but I may be biased...LOL
