They were removed to get the rear spoiler off. Looks like someone bought those from a salvage yard. No telling when the accident happened over the last several years.

Based on the back window sticker it looks like the ZR1 in this video, and if the driver is truly 16, I wouldn't doubt it…

I was going to say no because theres no black spoiler on the back, but i bet that's why the taillights are dangling!! (because they wanted to salvage the spoiler)

Ouch! It does look like it was bought at salvage. I wouldn't leave the tail lights like that no matter what though, pretty easy to reinstall.
