a new 6.2 liter (376 cubic inch) LT1 V-8 engine that pumps out 450 horsepower and 450 lb.-ft. of torque to the rear wheels
I found the information above at the Chicago Auto Show web-site. 400 HP to the wheels = what at the flywheel? Yes I know there is a C7 forum but no one is there. Any ideas?

450rwhp would mean "roughly" 530 flywheel hp. There are losses in the drivetrain. How much depends on the drivetrain.
Chances are the wording you saw was simply wrong.... no one knows at this point, but I don't think anyone is expecting the C7 to dyno 450 to the wheels off the showroom floor.

I doubt the horse power is to the rear wheels crank maybe also torque.
