This page from the service manual may shed a little light on the subject.
You need to gain access to the back side of the lamp housing. As noted, you can get there by reaching in from the headlamp bulb access panel on the back of the front wheel well liner. Turn the wheels away from the side you need to get to. Pry the push pins out from the access panel and pull back the rubber door. Reach in and find the tabs (two of them, one on each end of the side marker lamp housing) and push in towards the center. This will allow the lamp housing to slide out of the fender. The bulb socket mates with the lamp housing with a simple twist and you can get at the bulb.
Worth noting also is that if you can't get your hand in through the access door you will need to gain access by removing the bottom couple of retainers from the wheel well liner and pull it back enough so you can get your hand up to the light housing.
