Could be the sensor was damaged when it was installed, the sensor wasn't any good when you purchased it, it is the wrong sensor for the car or the batteries in the programming tool need replacement. Some sensor tools can check to make sure the sensor is responding properly before starting any work.

Brand new batteries...and i point the tool on the side wall pointing toward the senor...question can the sensors go to sleep..and if the do how do u wake them..

That is what the tool does, wakes it up so it transmits, so the main computer will know on which corner it is on. You're really not programming the sensors, you put the main computer in learn mode. The next sensor that transmits is located on the left front corner. When all 4 have been recognized by the computer, the horn beeps twice to let you know the main computer has recognized all 4 sensors.

Need to know the year of the car, the reset tool being used, and if the TPMS are OEM or aftermarket.
I state this since on a Cub pro, there is the 2005-09 setting that will scan/trigger OEM sensors for this year cars, then there is the 2009 HHR setting that will scan/trigger OEM senors for the 2010 to 2013 car.
If you have say a 08, and the cub tool can scan the sensors in the 2009 HHR setting, then the worn TPMS are installed in the tires. Same goes for say a 2011 and the Cub tool can scan the TPMS in the 2005-09 mode.
Also, the reason that I am bringing up OEM verses after market sensors, some of the after market sensors, although the right model for the year of the car, require a different Protocol than the OEM sensors to scan/trigger them. In cases like this, then you want a trigger tool that will start sending out different protocols until if figures out which is needed to trigger the aftermarket TPMS instead.
Note, you may luck out with a Cub tool to do this, but you will need to start going through all the different settings until you find the needed protocol instead. Also to note, you don't have to have the car in learn mode for the tool to scan the tpms, hence comes in handy if you are searching for a tool setting that will trigger/scan the aftermarket sensors.

Make sure you have the parking brake on. I couldn't get mine to program unless I had the parking brake on while in learning mode. Car 2007 C6. Hope this helps.

Are you using a scan tool that displays info? If not find one and verify the frequency matches the vehicle and such. I have learned that unless my eyes see it, I don't believe it. Too many mistakes on products anymore. Good luck

I would suggest you find a friend who also has a vette and ask if he/she will let you test your scan tool to eliminate that.If it works,it must be the sensors.

When you say you can scan the sensors, I am assuming you are using the cub tool in scan mode. Tool will then show the sensor ID, pressure, and temp. I am assuming that you have successfully scanned all 4 of them.
After you set the car in learn mode with your remote, are you then using the cub tool in scan mode or program mode? You should be trying to scan the sensor in scan mode (cub tool should pull up sensor info and car should beep horn). If you are scanning the sensor (while car is in learn mode), is the cub tool successfully scanning showing the same info as when you scanned without the car being in learn mode?
