It's difficult to believe that anybody here is actually from Evansville.
That car belongs to Joey Elliott, graduate of Evansville Harrison High School and all Big Ten quarterback at Purdue University, currently the starting quarterback for the CFL's Winnipeg Blue Bombers.
Joey left the car with his former room mate, Jared Zwilling, star center at Purdue and an Evansville Central High School graduate, when he left for Canada. Jared has been customizing it to impress Elliott's sister while Joey was gone for the season.
Joey should be in for quite a surprise when he returns to Evansville from Winnipeg. The word on the street is that Jared even deleted Joey's custom ash tray cup which had been converted to a holder for his pirate earring.
None of this really matters because Jared's current plans are to paint it in the Winnipeg Blue Bombers colors and restore the earring ash tray cup to avoid litigation. Sadly, Joey's sister never noticed anything different about the car.

Bumps was formerly a top executive with American General Finance at the corporate headquarters in Evansville, but it hit the skids with the AIG Wall Street scandal. He is semi-retired now and helps out Jared to make sure that the rapid conversions go smoothly.
One reason that the car has been "painted" frequently is that in Joey's absence it has been used for homecoming parades at three different high schools with three different school colors. Bumps was trying to help Joey's sister organize the parades. Jared agreed to take charge of the car to impress sister, all with the hopes that Joey would put in a good word for Jared with the Blue Bombers if Jared doesn't catch on with an NFL team next season.
There was full coverage in the Evansville Courier & Press about the generous contribution of Zwilling and all the Elliotts that addressed the lack of true convertibles available for parade purposes in the Tri-State area:
