He's asking a very fair price... $22K is probably the lowest I'd expect to pay for a car like this if everything checks out.
I wouldnt worry about the number of owners.. if the car was traded in then in the hands of the dealer it usually picks up a few owners. This could very well be a 2 owner car.
I would just row it through the gears at harder throttle to make sure the clutch and trans are holding up and you should be good to go.. the LS engines are comparable to Japanese quality..very dependable.

I agree I think the price is pretty fair for asking price. I wouldn't expect it to sell for too much lower if everything checks out - FWIW I picked up a black '03 Z w/ 12,900 miles for $24k only back in January. I probably overpaid by a grand but got it through a corvette dealer so had warranty and someplace to go to if there were issues and that mattered to me. Then again, "super low" miles always demands a higher price. I also took care of the valve springs on my own dime so that's a plus it is already done. CHeck to also see if the column lock TSB was performed.
My advice would be same as the other poster, just put it through the paces & if it feels right and the paints in good shape then scoop it up! These cars can take a beating mechanically - very stout.
