You may get a more informed answer from someone else but I'm pretty sure that if you have the car running and the AC turned on, at least one of the fans should run continuously. If they are both off with the AC running, something is wrong.

Let the car warm up to operating temp, Turn your A/C on. Both fans should come on in low mode.
The fans operate together. They should both be on low at the same time and they should both be on high at the same time.

If it comes on, then turn off A/C and see if fan come on when temperature reaches 226. (it should turn off at 219).
When temperature reaches 235 with A/C on or off, both fans are at full speed. Return to low speed at 226.
Fans turn off when speed is 35mph and above.
At least that's my understanding of how the cooling fans operate.
