I wonder if a dealership could look up the VIN and see who the last known owner was and maybe contact them for me? Does anyone know? Can you pay the local DMV to do a VIN check?
It depends on your state statutes. Some states will not allow it by their statutes (rights to privacy) while others have no statutes that prevent it.
The latter may require you pay a small fee, provide ID and a reason for the request. That makes your request a permanent record in the main frame of MVD/DMV. Some innocent owners have fallen victim to stalkers and the like.
A CARFAX check (don't ask it here due to the rules) might at least provide you with some information of last known state in the history of ownership.

I know I can do a title search in my state (California), thanks "Gone in Sixty Seconds"... but can an in state title search find VIN's in other states too?

No, an in state title search cannot find VINs in other states. Unless something has changed that I'm not aware of. The state MVD/DMV databases are not connected.
The nationwide law enforcement database can, but it's illegal to do so for this type of inquiry. I know of a few dispatchers and a few officers who used the database for non law enforcement purposes. They were charged with crimes. If that occurs, the particular state host of the database can also restrict or revoke the offending agency from the system for failure to maintain security of the Criminal Justice Information System terminal.
Personally, if I were the owner of that particular car and you contacted me, I'd want to know how you did it. A call to a police agency can access the CJIS information and eventually the paper trail it created, if done illegally. Not a good idea in this day and age of rights to privacy, theft of ID and national security.
The only other suggestion I might have would be if you have a friendly GM service writer/manager. They could run the VIN through their database. That would also possibly narrow down the state where the vehicle has recently been serviced. Maybe they would send the owner (if they have that information) a message for you.
What you're doing is admirable, but maybe an impossible odds task...

I am aware of the laws pertaining to just this situation. I believe (in CA at least) it is a misdemeanor to use the database if you don't have a right to the knowledge (which at this point I do NOT have a right), it is however a felony if you use it for any other criminal activity or sell the information. I would never ask anyone to do this for me for any reason as I would never jepardize their career or my own.

Anyway, I sent an e-mail explaining the situtation and provided the VIN number. I asked them to please contact the owner and provide him my contact information and let him decide if he wanted me to mail him the build sheet. If he isn't on this forum, I'll ask him to join at that time as well.
Along the lines of the build sheet, isn't it "placed" with the vehicle when it's assembled? What I mean is that I've heard that they put the build sheets in some hidden areas (front frame rail, inside back bumper, on top of the inside of the glove box, etc.), is there any truth to that? I think it would be cool to find the build sheet, but I'm not tearing apart my car.
