I own a 98 myself and the problems with the Delco battery are well known. If the battery has been replaced within the last year or so, I wouldn't worry about that. I see the window regulators were replaced, and again that is a common problem that is usually resolved by holding down the window switch and slamming the door closed. The motor gets stuck sometimes and slamming the door will free it up. Looks like the column lock bypass was done which is a factory recall. So, I see no major problems, but have a mechanic that is familiar with Corvettes take a look at it, or find a forum member in your area to look at it with you. Enjoy....

The passenger seat problem may be a faulty relay. Under each seat is a small black box and inside that box are 6 relays, two for each function. Those relay contacts can become burnt or corroded and it should be a simple thing to replace the relay if you have an electronics background. Check this out to see how easy it is to replace one of those relays. This write up is for the door locks, but the seat relays should be the same procedure. http://forums.corvetteforum.com/show....php?t=1606865
Good luck.
