Default Thoughts on c5 aerodynamics

We all know the tail lights are not flush mounted.

Does the lip from the taillight lens to the bumper edge aid downforce?

Probably not at all. The air leaving the rear edge of the car doesn't try to flow tightly in behind the car. In fact there is a fairly low pressure area there. Watch the water mist behind a C5 in the rain. It takes a few car lengths before it gets back together behind the car. Air is much less dense so it goes even farther.
