Default '03 Tire Pressure Sensor Question

I recently purchased a complete set of '03 wheels, tires & sensors from one of the forum vendors for my 99 FRC. I've been advised the '03 sensors will not work on earlier years because the frequency of the transmitter was changed. I have 99 sensors I can put in that will work, but I really didn't want to break down the brand new tires/wheels. My question is this:
If I purchase an '03 receiver to work with the '03 wheels will it work in my 99?

If you replace the receiver with an 03, then you have to replace all of the key fobs. They all use the same receiver. Is cheaper to put the old sensors on.

Does anyone know the specific difference between the '03 sensors and earlier ones?
I've heard they transmit on a different frequency.
