I just bought a 2004 Commemorative coupe, that was in a flood. The fuse box in the floor was under water and has dirt and sand in it. I think I need to replace it. I have one from a 1999. This is what does not work: Turn the key to start and I get nothing, no click or no indication it wants to start. Windows don't move, radio and HVAC do not light up. DIC says "NO COMM". SO I thought that I would start with this Floor fuse box to start with. Mileage is 41,000. Or should I replace the BCM? 2004 floor fuse box
Sorry to hear your car was in a flood…I’d replace the car so call your insurer…the car does not have an IP68 rating as many electrical devices such as call phones have…not only is your fusebox and BCM compromised (also PCM and TAC module) but even “IF” you can get the car started again you WILL have other issues down the road as far as wiring and any sensors and connectors are concerned that were submerged…too many to name…you will have many more COMM codes to follow !!
Yes, I think it was IAN the Hurricane, was the culprit. So, does anyone know how to get the fusebox out? the BCM was a snap. I have a 2001 BCM, will it fit the 2004 car? I might as well start taking it apart. I can't get the passenger seat out, because the seat electric doesn't work, and it is moved all the way to the back. Boy have I got a mess!!

Yes, I understand that…I went through the worst of it here in Southwest Florida…you didn’t actually see that the water was up into the car during the hurricane or you were you out of town ??…either way the car should be totaled…even if you flat bedded the car to me down here in the Cape I would not even attempt to diagnose it for you…if you attempt to fix it I wish you luck.

Since the car was subjected to salt water intrusion while it was on battery power any electrical device that was connected to the battery and was under water is probably damaged. All connectors that were wet are corroded along with things like the seat motors. You probably have to change the wiring harnesses, module's and connectors that were under water before trying to start it. Add to that changing out the fluids in the engine, transmission and rear end.

You are in for a Looooooong and expense restoration project. As above, a salt water flood has toasted all (I'm mean 100%) of your connections and circuit boards. There is no telling what else the saltwater got into... trans, crank case, brake system...
Realistically you have two options; 1) part it out or 2) rebuild the WHOLE car. The team on CF wont be able to help too much as the flood and salt water have created too may variables to figure out.
It is your budget and your time but don't kid yourself that you can do a few tests and "trouble shoot" your way into an 04 CE on the cheap.
Does anyone want to buy this car? I have $8100 in it? The water line was low. This is the water line that was on the car when I purchased it. Water line on the car when I purchased it.
Ed, if you are interested in keeping the car, your best bet is to find a 04 base model on COPARTS and buy it with the consideration that the car was either rear ended or side impact. You can swap harnesses, ECMs, BMC, etc... and electrical components and it should be all bolt in and plug in. At least you will have un molested electrical components from which to trouble shoot from. The 04 doner should have some of the other miscellaneous parts you need.
Still a major project but way better than trying to clean each (each) connection and chase down circuit boards. Hard but doable.
How can the fuse box be that damaged with a water line that low?
There are two fuse boxes in a C5. One under the hood near the battery (you are correct in think that one is ok) and a second one under the passenger side footwell. That one is toast.
