Default Name this engine part

What is the name and purpose of the piece being held in the photo below? The stock set-up had an accordion coupler between the air bridge and the throttle body. There was a small hole in the accordion that this piece fit into. Do I really need to drill a hole in the new red coupler for this piece? The car runs fine with no error messages.

Note that this is a ’97-’00 set up with the MAF before the power duct and a secondary sensor that plugs directly into the power duct.

should be on a 97-98 with crossover fuel rail. It attaches to a "fuel regulator" and the hose senses the vaccum created by the air passing through the air duct.
Mine is unhooked....

Running boost, so at times there would be no vacuum , but boost. Also; With boost, don't want any holes in the intake track.
