Default Horn is not working and I need to pass inspection

I need to pass inspection and my horn is not working. I checked the relay and the fuse under the hood and both seem to be working fine. I don't have the fuse box cover so i looked online and it said the horn is relay #36 and the fuse is number #11(20amp) if anyone can verify that for me. When I press the horn on the steering wheel you can hear the relay clicking. Any ideas of what the problem is. What she be the next thing I check for?

I went home and set my car to honk and light up when I lock it and it did not honk when I locked it.

Hearing a relay click does not mean it is working correctly, just making noise. It probably is OK but you need to test the switch contacts to make sure they work. OR, swap another relay in it's place and try it.

If the relay is good I would say the issue is between the fuse and the ground. You can monitor for voltage at the "goes in and goes out" at the horn to see if it is the horns or ground. Of course it could be wiring in between but less likely.

Run a jumper from 12v supply to the dk green wire to the horns, if they honk they're ok. If not, could be bad horns (both), no ground, or broken wire. If they blow with the jumper, but not with the horn button measure for 12v on both sides of fuse 11 in the underhood fuse block.

When my horn quit working, it was the membrane (under the steering wheel airbag).

you can try disconnecting the battery for 20 minutes,. This could reset your BCM. then reconnect and try. If you have a radio security number make sure you have it handy

His is different, he can hear the relay click, so the membrane is good. His also does not honk when he arms the car with the horn enabled. Different symptoms from horn not working when you press horn portion of steering wheel.

turned out both horns were bad. Dealer wanted to charge me $80 a horn so I went to the local autozone and got them for $15 a piece
