Default A/C Compressor - what type?

Is the A/C compressor on a '99 FRC with manual air a "variable displacement" or "Non-Cycling" type? I've seen one reference to that in the archives. If so, the clutch will stay engaged if the A/C is on and won't cycle on and off at low pressure...if I understand it correctly.
If so, would there be 2 power inputs to it? 1 clutch and 1 compressor control?

My 99 isn't cooling now and the lines running from the compressor are the same temp, not cold like the low pressure one should be and the clutch is engaged all the time, not cycling on and off. I'm putting the guages on it soon to check pressures. I'm trying to eliminate some unknowns to help the diagnosis. Thanks!
