Used ARH, Kooks or LG headers and a new cam/valvesprings/timing chain to gain 50-70whp for under $2000
Gain 150-200whp with a Supercharger from www.aacorvette.com for $5500 new.

If its an auto I would start with a torque converter, cai, a tune, and drag radials. You will easily see half a second drop in e.t., probably more like .75 reduction.
If the car is a 6 speed, nothing is better than seat time. Adding a lot of power is going to do nothing but frustrate you by running high 12s at a high mph. But for starters on a stick, I would do intake, headers, tune and tires. Work your way into the bigger mods.
