Default DTC C1281 & C1288 Sensor or EBTCM ?

I have a 97 auto with traction control, Awhile back it started throwing steering sensor codes so we replaced it. Codes didn't go away.

The service manual for C1288 says : Measure voltage at terminal 23, is the voltage within range specified? ( 0.2-4.8 v).
(It was about 4.5 with the wheels straight ahead) if so go to step 11.

Step 11 Says to replace the EBTCM.

Does this sound like the right thing to do at this point? we measured the voltage of the steering sensor while turning the wheel and it was jumping all over the place at the slightest turn. Does it sound like the new sensor could be bad? thanks in advance for any help.
