No..Vararam is not CARB certified.

Can anyone tell me what the difference is between the 1997-2000 kit and the 2001-Up kit?

I have a 2000 Corvette Coupe, with Fog Lights.
I installed the Vararam kit bought from MarylandSpeed.

However, the fit behind the foglights and the associated scoops is TERRIBLE. We had to cut the scoops to fit behind the fascia/bumper correctly.

I'm wondering if I got the wrong kit, or perhaps if my car is 'special'.
Reason why I bring up special: My car is a 2000 C5, but it shipped with 2001 wheels. It was a late build, and I'm wondering if other things on my car bleed over to the 2001 model year.
