Default May have bad torque converter?

Changed converters and now trany won't shift. It's a 98 with the best A4 RPO trans. It has about 800 miles on trans. Worked perfect before TC swap. If you put it in 1st manualy it will shift to 2nd manualy but not to 3rd, it just slips. Any ideas.

Thanks
