Kons,
I'm not 100% your 98 is the same as my 2000 but here is the info:
Twilight Sentinel can turn your lamps on and off for
you. A light sensor on top of the instrument panel makes the Twilight Sentinel work, so be sure it isn’t covered.
You can customize your vehicle to turn Twilight
Sentinel on or off (except for vehicles first sold in Canada). See “Driver Information Center (DIC)” in the Index to turn this feature on or off.
The following are the options listed under the OPTIONS button:
Twilight
Press the OPTIONS button until TWILIGHT - OFF
appears on the display, then use the RESET button to
page through the following selections:
TWILIGHT - ON
TWILIGHT - OFF
If you choose TWILIGHT - ON, press the OPTIONS
button again to display DELAY TIME 1 2 in the DIC.
Use the OPTIONS button to switch between delay time
1 and 2. You can increase the delay time by pressing
button 1 (1 FUEL) or decrease the time by pressing
button 2 (2 GAGES). Each bar is equal to 12 seconds.
From the above info, it looks like yours might not turn off???

Eric D

I'm afraid its standard in Canada so you can't turn it off without reflashing the computer
Twilight Sentinel Automatic Lamp
Control (Optional in United States,
Standard in Canada)
Twilight Sentinel can turn your lamps on and off for you.
A light sensor on top of the instrument panel makes the
Twilight Sentinel work, so be sure it isn’t covered.
You can customize your vehicle to turn Twilight
Sentinel on or off (except for vehicles first sold in
Canada). See “Driver Information Center (DIC)” in
the Index to turn this feature on or off.
When Twilight Sentinel is turned on, you will see the
following happen:
When it’s dark enough outside, the front turn signal
lamps (DRL) will go off, and the headlamps and
parking lamps will come on. The other lamps that
come on with headlamps will also come on.
When it’s bright enough outside, the headlamps
will go off, and the front turn signal lamps (DRL)
will come on, as long as the exterior lamp switch is
in the OFF position.
With Twilight Sentinel turned on, you can idle the
vehicle with the lamps off, even when it’s dark outside.
First set the parking brake while the ignition is in OFF.
Then start the vehicle. The lamps will stay off until you
release the parking brake.
Twilight Sentinel also provides exterior illumination as
you leave the vehicle. If Twilight Sentinel has turned on
the lamps when you turn off the ignition, your lamps
will remain on until:
The exterior lamp switch is moved from OFF to
the parking lamp position, or
a delay time that you select has elapsed.
See “Driver Information Center (DIC)” in the Index to
select the delay time that you want. You can also select
no delay time.
If you turn off the ignition with the exterior lamp switch
in the parking lamp or headlamp position, the Twilight
Sentinel delay will not occur. The lamps will turn off as
soon as the switch is turned off.

I don't believe there is a law for this because it seems to me some vehicles don't do this. I'm not sure it's an option that can be turned off though.
There is a fix which involves putting a resistor in place of the sensor. Then, the car will just think it is always daytime out. I believe maybe around 1.5k or something like that.

Headlight over ride
I dont remember what thread it was on but I got a little over-ride resistor and installation instructions from a canadian dealer, You just popped off the center vent and cut it into the wires from the light sensor and the lights are then manual. They don't come on when you start the car in your garage or pull into a parking garage,

This thread (from a whole month ago -- did you try search?) suggests that you might be able to disable twighlight mode via the DIC, or by pulling the fuse: http://forums.corvetteforum.com/show...ight=owner%27s
Edit: Sorry, just realized you stated your car was a 98.
The quote DeeGee posted above does not appear to be from your Owner's manual. The "twighlight" option was not offered in '98.
From your Owner's manual, p. 2-51 (104 of 378), http://www.keystonestatecorvetteclub...98corvette.pdf :
"On vehicles built for Canada, when it's dark enough outside, your front turn signal lamps will automatically go out and your headlamps will come on. The other lamps that come on with your headlamps will also come on. When it's bright enough outside, the headlamps will go off, and your front turn signal lamps (DRL) will come on.
"Also on Canadian vehicles, there is a light sensor in the defroster grille, at the base of the widshield and the instrument panel. This sensor makes the DRL work automatically, so be sure it isn't covered."
Check the other thread I linked to above too. Even if you don't find an answer there, well, misery loves company anyway. Maybe you can get a group discount on brass replacement gears for your headlight motors.
Hope this helps.

On my 2001, I took the little light sensor cover off (in the grill on the dashboard), and pulled out the sensor and replaced it with either a 2.2KOhm or a 5.7KOhm resistor and it believes that it is always light out now. I'm pretty sure it was the 5.7KOhm, because I used the 2.2KOhm one to disable the CAGS 1-4 shift annoyance. All in all, it was a 46 cent modification to disable both the auto headlights and the CAGS.
(Not sure if the 98 works the same way, but there has to be a light sensor somewhere for it to be detecting the ambient light)

Burning Brakes
I set up my BCM so that the reset button will disable the auto headlamps. Using a Tech II, link up to the BCM, then when the message comes up asking if the car has the RPO option Z49, enter no. The Tech II will then update the BCM to the US spec. Then the reset button on the DIC will disable the auto headlamps.

The schematics for a Canadian 98 show an extra DRL module that the light sensor connects to and this controls the headlights and running lights turning on at night.
The 98 manual does not mention the ability to turn-on or turn-off the automatic headlights.
So, I'm doubting the export setting in the BCM would have any effect on the way your car's headlights operate, assuming you have a 98 Canadian C5. If you don't, then why the hell are you bumping an eight year old thread talking about the automatic headlights on a 98 Canadian C5???
