Two torx at bottom of panel. Gently pry the fog/hatch bezel out and disconnect the harness, another torx is in there. Also remove the bezel for the temp sensor on the right side of steering wheel. Another torx in there too disconnect harness as needed. Now the screws are out. gently, pry the panel loose starting by the door and slowly working your way to the ignition. Gentle is the key here.
Some folks also go so far as removing the radio bezel. Google if you wish to do so.

if its the one I think you mean.....way back up under there is one of those fkn lock washer things like this on a metal stud
I know this because I had to lay up under there while parting out my car to get the damn thing out.....I think GM did this to **** you off...no other reason to use that type of fastener in that spot

Pewter 99. Thank you for the answer. The panel I'm questioning is the panel in back of the brake pedal. Panel has to be removed to access switches that affect the cruise control. BTW I also have a pewter vert..
