Have you thought about HPTuners? Might be worth the research to compare both.

FYI: If you pay LAPD you are getting a tune, not the tuning software and hardware.

If you are just looking for a tune and don't plan to mod your car more anytime soon, or don't feel comfortable changing the parameters yourself, a tuner is the way to go.

If you like to modify things yourself, you're better off buying LS1-Edit, HpTuners, or the forthcoming Flashscan from EFILive.
