No, if it's locked you can not shift.

Several automatics (Ford is one) do not unlock the torque converter when shifting in the upper gears. Automatics have planetary gear sets so interrupting engine power is not necessary during gear changes. Only bands and clutches are needed to effect change gear ratios. Caveates are torque converter clutch capacity and drive train shock loads.
