Default P0134, and P0101, what the hell.

What would cause this code, and for some reason I cant get inspected. They say that my 02 sensor and 02 sensor heater "Not Ready"..? And my HVAC is "Not Ready" What does that mean, and could a tuner fix that.

P0136 is a code for the REAR Driver's side 02 sensor--The ECM will run thru a squence of tests on various sensors to see if they are working--
these are called "readiness tests" after the tests are run the sensor monitors should turn to the "ready mode " IF you disconnect the battery--lose 12 volt power--download a tune--or even sometimes just run a scan --ALL the readiness monitors wil be re-set to "not ready" In order to have the monitors to turn to ready---you need to drive the car for 3 drive cycles--A drive cycle includes 3 dead cold starts-- and driving the car up to operating temps and driving it in several different ways--ie: on the freeway-around town and some WOT blasts---
If you continue to have this code or all the monitors won't go to ready after the drive cycles you may have a bad sensor -or a blown sensor heater fuse--Another fix is just to have all the rear 02 monitoring and sensing "tuned out" and have all the enablers turned OFF---If you have headers it's a good idea to do this anyway---Also on a performance tune many people turn the "COT" system off as well----this is the cat overtemp system--It adds fuel occasionally to your WOT AFR to cool the cats down--but this will take power away when you need it the most---I have had mine off for 5 years and still pass smog here in calif--It doesn't seem to hurt the cats at all--the fuel enrichment was around 11.0-1 far from my programmed 12.7 at WOT---really could feel it lay down-----
