Any one willing to educate me about tune

I do not understand the tuning issue, what exactly does a "tune" do, how do you email someone a tune. Is chevrolet unable to tune the ls1 for max preformance or do they choose not to? do you need a device to use a mail order a tune? I have a 98 vert A4, ran a 13.6 in the 1/4 first time I ever tried to drage race the car or any car for that matter. Will a tune make me go faster in the 1/4? Any help you guys could give me would be sincerely appreciated. I have only had a Vette for 3 months. Thanks in advance. George
