Why do the rear have bolts drilled into the lips?

Ever run the rears tubeless? I would assume they leak pretty good with the bolts? Do the rears/fronts fit without spindles?

They were run with the MT ET Street and yes they fit without spindles.

Damn I didnt even realize the screws. Wonder if they could be welded shut and smoothed/polished.
