the inner portion does light up when the brake is pressed, and yes they are 100% plug and play. install takes minutes.
i'll shoot you a pm with a video of how they light up

I have the same lights with the LED option and they look great. JW does the tint himself & it's perfect. I'm very happy with mine. GLWS!

Do these have the LED upgrade? I'm not familiar enough with them to tell form the picture.

They have another halo light with the LEDs in e surround portion of the halo. These are the normall version without those. The center portion has LEDs.
Here is an example of each.
