Too put it simply they are just better dampers. They have stiffer damping both in compression and rebound. It makes the car turn in better and in general be much more responsive without sacrificing almost anything in ride quality.
Look at the pic at the shocks at the upper left, those are regular corvette and the rest are Z06. In person the size difference is much more dramatic, the Z06 shock body is probably double the size of the standard Vette shock.

I haven't seen any shock dynos so I can't say for sure but driving both the bilstein seem stiffer, possibly more compression and more digressive. I think the bilsteins are great shocks but there really isn't anything significantly better than stock until you get to the koni 3013s.

Update - I'm leaving for the SCCA Nationals on Thursday and I won't be back until 9/11 so if you want a set of these send the cash before Tuesday night and I'll make sure they are shipped before I leave!
