They are plastic. Very high quality.
I don't know how thick they are since I don't have them in front of me right now. I'll see if I can find something to compare them to with pics. I doubt I can measure the thickness.
They are raised though. Not that cheap stuff.

Actually the second set I have up there is chrome. I made a mistake and labeled them silver.

I don't ship all products out of here. Most of my wheels are drop shipped.

I just received this from the manufacturer on the material (unedited by me).
Our products aren't some flat vinyl decals!! These inserts are self adhesive, UV protective made of the best material available from 3M. They hold their shape through washings, weather and everyday wear, thanks to tough polyurethane and Self-adhesive pieces are also domed to resist peeling over time or snaring on wash mitts. Each decal is Semi-flexible, UV protected and guaranteed not to yellow of color fade for up to 10 years
