More specifically, it's likely a dash clip or something similar.
The wider part will fit onto two little flat spurs on the removable panel. (top in pic)
The protruding picture will fit into a hole in the dash or wherever panel goes. (bottom in pic)
Look for a removable panel that might be a little loose.

It is a clip - possibly to hold some of the dash panels in place. Hard to say exactly where it came from without taking the panels off.

I saw one of those clips holding the trim on which the foglight/hatch button bezel connects to the leftmost part of the dash. It is physically just below the rotating dimmer ****. If you pull off the kneepanel and the attached bezel just above it, you will see a slot to which that clip fits into. Sorry its hard to describe.

That is one of the clips for the Knee Bolster. There are two or three used on the very left side. Would not worry about it unless the bolster is loose.
I'll bet you or someone else removed it and did not reseat the clip properly before putting the bolster back in.

My entire dash is messed up - I'm thinking the fit and finish wasn't top-notch when it left the factory. Now when I tear into my 4Runner everything goes back without drama. I'll save the clip and see if I can find its brethren then return it home.

It's a driver's side floor clip. Designed to lay on the floor on the driver's side.

Nope, it fit fine when it left the factory. someone (not necessarily you) has screwed it up since it was built. I've torn many of these cars apart, and I can always tell when one has been tinkered with by someone that doesn't have the knowledge to reassemble correctly.
