Default Blackout Kits and the Laws in NY

Anyone have an exact site for the laws around adding blackout kits to the tail lights, backup lights, side markers, 3rd brake light, and front turn signals in NY? I am finding a lot of opinions, but no exact verbiage from NY DMV. I would love to do this mod but I don't want a ticket and have to remove the items.

No way I would ever put a blackout kit on the taillights, or running lights.

Any kind of accident, and you have "for off road use only" stuff covering up your OEM lights, leaves you at risk for being found partially at fault IMHO.

Some idiot texting slams into you from behind, and claims its all your fault since you have illegal brake lights. No Thanks.

EDIT:
Yes, I practice what I preach. My car had them when I bought it. Pulled that stuff off the minute I got home.

I guess that makes me a 59 year old law breaker.
I did get stopped last year by a NY state trooper and the thing he stopped me for but didn't give me a ticket was th plastic clear cover on my front licence plate.
I think he like Corvettes.

At least your front plate is on!......Mine is behind the passenger seat.

One of the problems with the blackout kits is that it severely reduces the ability to see the built-in reflectors on the tail lamp housings. While some states don't have specific values regarding how far away tail lights or brake lights can be seen, they usually do have a requirement for red rear-facing reflectors. That could be reason enough for an LEO to pull somebody over.

WA state law has such a provision for reflectors and the distance they must be visible. Same with tinted covers over the license plates; even clear plate covers is justification for stopping a car.

How bright were lights back in the 6 volt era??..not very why don't the law makers just require everybody to put carnival lights all over our cars..that way they can be seen for outter space..I did get stopped for this back in 1990 in mustang..at that time they used the covers that were held on by velcro...told him I would remove them when I got home..He said no you will remove them now or be ticketed..I like the blacked out look and will continue to run them..I don't break the law nearly as much now as I did when I was 22 so I'll take my changes with this..

Not sure of the NY state inspection laws (if they have one) but the DMV Inspection procedures site will most likely have some info there.

Got pulled over on 495 LIE and ticketed for too dark tint, clear plastic cover on front license plate, clear plastic cover on rear license plate, and turn signal bulb out. No tickets for full black out kit front and back. Just guessing but I think if he could of he would have.

Legal or not, why would you want to reduce the visibility of your lights? Plus, they make your car look like a teenagers rice-racer.

Not knowing the exact answer to your question, but I would think they would be not legal, but not enforced either. I don't think majority of cops would pull you over for them just like tint on windows. How many cars a day you see with over 35% on drivers and passenger windows. But as someone else mentioned there nice but to black out a light that keeps someone from nailing you from behind, I don't know.
