Any tips on how to touch up the marks left behind from rim weights??

You'll probably never be able to get that completely out. I have that too. That is surface pitting in the aluminum caused by the weights. Aluminum usually will pit and corrode when in direct contact with another dissimilar metal. It's galvanic corrosion.
What amazes me is why GM would put ugly exterior clipon balancing weights on aluminum rims? Probably to save a buck or two. They did that to all their cars. It was the same situation when I owned my '97 Grand Prix.
