I am having a similar problem with mine 98 Vert. All the lights and radio come on, but the engine doesn't kick over. I have to lock and unlock the car a few times to get it to work. Usually after the 3 time....or 5-10 minutes sitting....it will start. I pulled all the codes and cleared them and tried again...Didn;t start and threw the code P 1631 H C which is "Theft Deterrent Password Incorrect". My guess is that it has to do with the resistors on the keys...as neither one consistantly starts the car.

Been fighting this problem with my wife's '02 ZO6 for several months. Been through all the usual stuff (battery, clean the key pellets) and, in addition, changed out the ignition switch (cleaned the old one first but it didn't solve the problem), pulled the BCM and resoldered some questionable looking connections, replaced the clutch interlock switch and still having times where it won't crank.

I had a problem and replaced the battery, still wouldnt start so replaced the starter and that was the problem. Had to get a push start to get home from work. One upside to a manual trans.
