I took this pic yesterday leaving the olive garden. In all honesty if I would've seen the owner I would've said something to them.

I think the OP is pointing out that the likelihood of a physically handicapped person driving a corvette is minimal.
I'd like to point out that there are a number of legally recognized disabilities that are not visually apparent or actually inhibit one from driving. Granted some of these I don't think should merit the issuing of a disability permit, but they are nonetheless legal.

Since you didn't see him maybe he or she IS handicapped. After my moms heart attack (and recovery) she got a handi plate so as not to have to walk a half mile for parking, at the mall, when shopping

The 97 C5 I owned a few years ago had a handicapped previous owner when bought new. From the info I got about the car is that it was outfitted for a person with no legs.
It was switched back to stock before I bought it.
I am guessing either the OP does not see the handicap logo on the tag or he is insensitive to handicapped people, if it's the latter I say Karma is a bit*h.

Anyone handicapped doesn't belong in one. The reason for the parking spot is easy access to the building and such. There is nothing easy about getting in and out of a corvette. That being said if u can get your happy butt in and out of a corvette then you really aren't disabled and should maybe save the spot for someone who actually needs it

Such as? If it was to put the owner down, you couldn't be a bigger jerk if you tried. Maybe he has a major illness and this vette is his last love in life. Jumping to conclusions is just wrong.

My mother has had a few heart attacks in the past and still has a heart condition. She is perfectly capable of getting in and out of a Corvette, and she does ride in mine when I take her to her doctor's appointments or when I treat her out to dinner.
She has a Handicapped placard that I use on my Vette when she is in it because although physically she can get in and out of my car, she cannot walk a great distance without getting tired.
Do you see this scenario ?
