I guess I'm sicker than I thought - my first thought when I saw that was: "I wonder if it's bad enough to justify a new rear fascia with a molded-in spoiler"
Without putting my hands on it it's hard to tell for sure, but I'm guessing that you'll need some paint work to fix this - it just looks too bad to buff it out.

Where are you located? Lots of people that might want to help you out. Hard to tell from the pictures but my guess is a lot of it will polish out. I use a Flex 3401 which will not burn the paint when buffing it. The right polishes help a lot as well.
